The study arose out or the concern to make the GWCL commercially viable and also reduce the company’s reliance on the government for managerial and financial support. The government of Ghana therefore introduced Corporatization, an embodiment of new public management system to rejuvenate the activities at GWCL.
The study was to find out whether the introduction of Corporatization would lead to improvements in the performance at GWCL In areas of organizational structure, employee morale and delivery of services for domestic purposes.
A sample of ten (10) policy makers, one hundred (100) employees and two hundred (200) consumers were Interviewed to gather primary data for the study.
A five (5) likert type scale questionnaire was used to collect data from respondents. A content analysis was also made out of the data extracted from corporate plans, newsletters of GWCL, other secondary literature on privatization of the public sector and also from reports on reforms on GWSC/GWCL.
Results of the analysis revealed that
- GWSC was changed to a company In response to the changing economic environment in Ghana In the 1990s.
- The strategies adopted to carry out change In GWSC In 1996 was formal legal-rational.
- The Change from corporation to company has not improved the performance at GWCL because the changes are at the preparatory stages.
As a result of the findings, the study concluded that, private participation of public sector services is a necessity and that vibrant policies and strategies are needed to be instituted.
Secondly, there is the need for government to ensure the proper implementation of commercialization policies to ensure effectiveness, efficiency and the needed economic sustenance within Ghanaian public sector organizations.
It is hoped that this study will enable policv makers employees and the general public to pull resources together to make the water sector more responsive and flexible to the changing economic environment in Ghana
